Councilors were giving short, optional reports to open the meeting. Councilor Joan Herman gave a short report regarding a tour she had taken to better understand city issues, and Councilor Tom Brownson declined to offer a report for this session. The recording opens with Councilor Roger Rocka's remarks about waterfront development and possible city code changes. The council went in executive session after the public session adjourned around 8:30 pm.
